Classic out-fighter technique, he keeps his opponent off-balance with constant, quick jabs in every direction. The opponent doesn't know where the next hit is coming from or how to defend against it, they can only respond to each incoming blow, until eventually the fighter wears their opponent down.

Trump is witing based on doubles on Jow Forums. First someone scored 888 and asked for war with Russia, then someone from Russia scored 1111 and asked Trump not to bomb Syria, then someone posted Mueller meme with 5555 qads and Trump interpreted it as a witch hunt and posted rant about Mueller

Several layers, I don't know which are the most important so they are in no particular order.

1.Build on his reputation of being unpredictable (helps with negotiation of all types)
2.To show that there are two very clear paths (carrot and stick if you want) that can be gone down and that he is open to BOTH.
3. The above means that if the stick is chosen he can point to the carrot and say he offered that and they turned it down.
4.To bait the media and certain people into crying some more. Increasingly more and more people have accepted that this is 'business as usual' from Trump, so seeing people freak out and 'cry wolf' yet again damages his opposition.
5. Keep everyone offbalance. As above he has proven very resilient to attacks because of how many he has survived already, his opponents may react 'wrong' and if they do they have less chance of getting away with it than Trump does.
6. Right after tweets about NY Times. He'll play a familiar card in a few days when he accuses everyone of fake news because they don't report on that tweet (because they're feasting on his russian one)
7.Could be realtime A/B testing as well as some have suggested, after a quaick read, but I think that has become increasingly hard to gauge because of how vitriolic the media space is. He probably has his/advisers eyes on a few dozen particular people of interest who do media rounds whose reactions they will gauge.

this is spot on, but I think as opposed to realtime A/B testing in this case, he's trying to educate the normal, coffee drinking, child raising Americans, that we are dealing with Russia and not just Syria. Making it harder for the media to push intervention into Syria without pointing out the real risk involved.
