during ww2 the us and japan built plenty of them each for the tech at the time, I think most of the cost comes from giving it all the modern electronics it would need to survive in a potential war today. Aircraft carriers are really just ships with a big flat top at their core.

Not only are they simply incredibly expensive to build and maintain, they're very hard to build as well. The Chinese are great at building huge cargo ships, but can't build carriers worth a fat fuck. It takes generations of shipbuilders trial and error to get the process down. If you don't have the industry, you can't just up and create it in anything under 50 years. World War 2 carriers were shit by today's standards. It's 70 years later and we're at the Ford class level. There's not fundamentally a ton of difference between those, and carriers from 50 years ago. It takes THAT LONG to get That leviathan of an industry really rolling along. Most countries just don't habe the time to invest that much of their economy in something that may or may not be totally outdated by the time they're successfully building even shitty ones. The end.
