Trump is still calling the shots. The unfortunate reality of the current military command structure is that the presidency has assumed broad authority to launch these kinds of attacks over the course of decades. So the ultimate decision will be his. But he doesn’t have a great grasp of foreign affairs beyond what his advisors tell him. You’ve got John Bolton who is likely calling for a much more severe strike, and Mattis who is calling for the opposite. Keep in mind that top level brass for even adversarial countries are usually in somewhat regular contact with each other to avoid escalation in situations like this. If Trump is actually trying to undermine those back channels and enact some kind of toll on Russia, I’m thinking that Mattis is not in control of the situation.
