People are triggered about these strikes not being run through congressional approval or whatever, is that because he didn't need to?

I'll try to be straight to the point on these:

The omnibus bill is not a completely binding itemized allocation of the spending and does allow the president some amount of discretion on certain issues including the military spending. He could say that the wall is in the interest of national security and the defense of the country and could then use the military to help build it.

He technically did not need congressional approval for this strike. This was not done as an act of war, but as a defensive strike against the use of chemical weapons. Our constitution gives the President authority to "protect national interests" and out of that came The War Power Resolution of 1973 which gives The President the ability to use the military in case of "a national emergency created by attack upon the United States, its territories or possessions, or its armed forces." So basically, if we are attacked, the president is allowed to act.

We have loopholes. They add up over time.

Stop lying. These were strategic strikes on chemical weapons manufacturers and research facilities. No mass bombing of innocent civilians took place. (That was Bush and Obama who did that.) This isn’t Dresden or even Pearl Harbor or 9/11. STOP LYING.

I am simply saying what the justification was for the act. You can dispute who actually performed the act; there is a lot of finger pointing right now, and I also strongly doubt Assad actually ordered it, but that does not change that the act was illegal and the we, and MANY other UN countries said it was Syria and that some sort of act was necessary.
Fortunately, it does look like this strike is all there will be, and reports are saying the areas were evacuated ahead of time. We'll just have to see how things progress from here.

One more note: we don't necessarily have to be the ones hit by the attack. The resolution is pretty vague. Here it is again: "or in case of "a national emergency created by attack upon the United States, its territories or possessions, or its armed forces."

Vague was a poor choice of words. Let's say it gives the President a lot of leeway.
Here is an example to consider: If we have armed rebels or allies in an area that are hit, does that count? What if they are using weapons or supplies that we provided them?
