The implications are that if we fired 100 missiles and less than 30% penetrated 30 year old russian technology then we realistically can get fucked with our current short and medium range missile stock. This has huge implications in our ability to make conventional warfare with russia and possibly our ability to make good on the nuclear option. We have hit 4 of 11 ICMBs in testing. Many more tomohawks and subsonic missiles obviously but our ICBM history is spotty at best (TO MY KNOWLEDGE as of yet). Tomahawk missiles are a basic GPS guided missile, they have absolutely no stealth or countermeasures of any kind and are extremely slow. Any sort of radar guided SAM should be able to easily shoot them down.
Being able to launch a salvo of them and have even one make it through is evidence that Syria's air defense envelope is fatally inadequate, not that Russian's have somehow gotten the edge on SAM technology.
A real air war would begin with stealth aircraft and cruise missiles being used to knock out radar installations and communication, vastly reducing the ability of SAMs to shoot down subsequent waves of cruise missiles and air strikes. In this instance the installations are run by russians, therefore they can't be knocked out.
The fact that at leat 1/3 of the missiles were able to strike their targets despite the radar installations and SAM networks not being targeted first is a demonstration that the US would sweep away Russia airdefenses if a direct conflict happened in Syria.

I was under the impression that the Syrians only had the S-75/125/200. All of that is 1960s tech and it still performed decently against our tomahawks. I would be interested in hearing exactly what tomahawks we used as it is my understanding that we are still improving the missile to this day and it could be very bad news if we were firing our modern day top of the line stock, but it's significantly less concerning if it's the first production run with none of our recent developments installed.
All in all we need more information on the weapons used by both sides before we can draw any meaningful conclusions from this.
