If it makes you feel any better it's privately funded and you have to pay to get in while most of the Smithsonian Institution Museums are free.

They had the opportunity to order a coffee and wait. Then get another when their friend arrives.
It's a place of business and they are taking up space that could be used for customers. Whether they take a seat or stand in the entryway or in front of the counter, they are negatively impacting a businesses ability to serve customers.
I've found that politely telling staff that you are waiting for a friend to arrive is met with an offer to get you something for while you wait. If you tell them you'd like to wait for them to arrive before order, they'll respond favorably if you've been polite.
But waltzing in and asking to take a shit in the John before you've even placed an order is not the best way to receive amendable service.
