Look, it sounds like a lot of the problem stems not from your own disorganization but from people around you being chaotic and irresponsible.
I think that you need to maintain your own punctuality and discipline (always come 10-15 min early and if you need to wait for those 15 mins, use the time to previsualize and focus on the upcoming meeting). Sorry m8 didn't see your post. I really hate waiting and if person is being late twice in a row I just end up being even more late than them. Nigger behavior I know. Yet the temptations are everywhere to turn into a sloth. I go through periods of being autistic organizer and then break down as my attempts to holding down a schedule fail miserably around me and I have to do it on the move. This in turn depresses me and later on I don't do even basic shit, until I explode and get everything back on track and feel good... and cycle repeats.

It's quite simple, trains etc. aren't punctual in Germany, either. You just factor possible problems into your timetable, even if that means leaving your hours 2 hours too early. I like to be 15 minutes early, and spend the time completely focusing on the task ahead. The punctuality aspect is good (I used to be late all the time and it felt like shit), but what's even better is the boost to your performance due to being focused on what you're about to discuss/do.
Make sure you program a lot of free time into your day, and make ample use of the 80/20 rule. Think about how you can eliminate unnecessary actions/ optimize drastically. How would you go about things if you had a week left to live? That's a good mental exercise to really get streamlined.
You need a lot of time where you just sleep, relax, jerk off, whatever. People who "work" 60 hours a week are in reality operating at low efficiency, and the mind-numbing stress and fatigue of those mediocre 60 hours deprive them of the ability to really THINK and improve their efficiency. A guy who understands efficiency, rests properly and works for 30 good hours a week has higher potential than the over-caffeinated 60-hour slave running in his hamster wheel.

The trick to being punctual is to plan to be there shortly before the event starts. 5 or 10 minutes usually.
If the whole society works this way, it is easy to be on time. But if the train is late, for example, you'll miss the next leg of your trip, and then arrive even later. Then you are late for the things you need to do, which causes somebody else to delay... causing a chain reaction that results in everybody in the whole society being late.
