Making the enemy fear you is better than having a big army and it's usually much cheaper to achieve.
That's what Russians have been doing since 1991. They can't afford a war and they drastically cut spendings (the USSR spent around 350-400 billions USD on defence in the late 80s, nowadays Russia spends 10 times less)
So they rely on their old image of a superpower sending countless human waves to overcome the enemy, or their vast nuclear arsenal (of which barely half of the nukes are maintained) to defend themselves instead of actually fighting, and it works, to some extent.
I can't expect a slav subhuman to understand the basic principle of nuclear deterrence, maybe that's why you're irrelevant.
