Russia is different, they only look outwards when they are comfortable. Obviously sanctions were a complete failure for north Korea, due to their willingness to famish, and would be a complete failure for China, due to their unique self sustainability.

Countersanctions do that, not sanctions. Sanctions target businesses and banks, and organizations like the FSB. Russian retarded government is the one that banned EU/US food imports and now is banning drug imports. Russian government wants their people to suffer.
