Its built into the system. Congress members that focus on getting re-elected and raising money win. Ones that don't lose. There will be outliers, but if you want to win you will be forced to spend a majority of your time fundraising and getting minor returns to get re-elected in the short term.
This is not just a modern politics thing. If you look at what states have done with their budgets this has a long precedent
