Well yeah, that's the whole purpose of capitalism in the first place, it creates people that would be able to operate such technology doesn't it, if someone rich desires to have something and gives resources to people to work towards that, it's going to happen isn't it.

This isn't how capitalism works as I've explained before though i agree it isn't what we want but for different reasons i guess.
