Speaking of a United Europe is already setting it on the wrong course. Europe is fragmented geographically, and cannot be "united" in the same manner as the US.
Take two countries like for instance Portugal, and Belgium. Both have similar population levels, but one, Portugal, is sitting in a semi isolated corner of Europe, and the other in the heart of Europe. Both will have very different economic dynamics taking place, and influencing their ability level to participate in the EU economy. Same applies to Greece, and Croatia, and so on.
