Nuclear power plants are encased in cement and so being most vulnerable originally to that kind of an attack they used to be tested against explosive threats. Two of you three need to get to the plant where the fema drill is and start casing it. Take pics of any vehicles that go into the plant and the FEMA drill if possible. Avoid being seen and don't take pics of the plant itself just note anything you deem pertinent about activities around it. We can use google maps to see the plant and pics aren't necessary plus it will draw too much attention to you.
