It means a new non-British pupil in an average class of 30 every 3 years. Over the course of a child being at primary school, the ethnic difference between a year 6 class and and a reception class will be 2 pupils, out of the 30. Who notices this? Years are a long time - and any falls in the general conditions of the country are likely to manifest at a similar, plodding pace.
Who will really notice if their standard of living decreased by 1% every year? Not many - and then, you have to remember, the change isn't really about individuals becoming worse off, or poorer, it's about the conditions for successive generations becoming worse, to the point where they again never knew any different - so that there is nothing to compare against, or complain to.
People in their 50s now won't see their standard of living decrease - they have their wealth and their social demographics preclude exposure to the changes taking place. They will continue ageing with their cohort not noticing much outside of the news. The generation below that, in their 40s, say, will again not notice any real changes either - they are poorer than those in their 50s, of course, but because everyone else they know is in the same boat with regards to housing, childcare, etc, they don't really notice. They will plod through with the rest of their demographic, not particularly knowing that things are getting worse either. Repeat for every age group below.
Decline is invisible when it is a relative thing. If everyone in your social circle suffers as you do, how do you notice?

To that I'd just say why hasn't this already happened in the dozens of places where whites are below 50% of the school population already? Racial violence, at least large scale expressions of it, seem to have all but disappeared from society - except if you are a white male, but even then such discrimination is 'only' really levied when it comes to job applications, media ridicule and government policy. Cities like London and Birmingham, and towns like Luton and Bradford, have been demographic sinkholes for decades.
Ask whether they believe nature has any intrinsic value. If so, then why do they support the continued decline in British wildlife numbers by the concreting over of ancient woodland? Or the ability of the nation to feed itself by the loss of productive agricultural land, particularly in the south-east where most of the demand for new housing is? Ask what the logical conclusion of more houses is - an even greater population in the future after these houses have been point? At some point, if they want to retain any countryside, this cycle will have to be broken. Why not now?
Just mention the fact that almost every inch of the nation that isn't a national park or is unsuitable for agriculture has already been given over to either development or de-facto human control in heavily pesticidal farming methods. Endless fields of rapeseed are not 'countryside' and never will be. They don't much support out native wildlife, either; there's a reason we don't have carnivores bigger than a fox left in this country.
If they don't think there is value in the natural world then there's no point engaging. Just turn 360 degrees and walk away.

My point from the last thread I don't have a solid basis other than health pessimism for saying this but I believe the house of cards is likely crashing down again, rather than the slow death you describe.

Imagine if half of europe and the 5th largest economy went under. Unlike in 1976, there will be no bailout and were we much more homogeneous as a society then.
Maybe I'm too pessimistic to believe that the people running things could actually navigate the course of the slow death without error, but then consider how few of the lessons from 2007-2008 crash have been learned, not to mention just how little they actually control.
