Part of this is the result of economic immigration, rather than racial differences in intelligence.

Northeast Asians have a higher average/mean intelligence than Europeans, but in terms of civilizational achievement it's obvious that they pale in comparison.
There's obviously something at work beyond just intelligence, verbal ability, creativity, a very high relative level of individualism, and high levels of social trust, all of which have strong genetic components, probably are just as if not more important than total to making whites so unique.
Also IMO it doesn't really matter what made them that way or so different, what matters is that they are different for some reason and as such they and their societies must be preserved and protected to ensure that they will continue to gift the world as they have done so frequently in the past into the future.

In order for intelligence to increase rapidly in a population, not only do you need a harsh environment favoring natural selection in a way that improves intelligence, but also a large population for the very mutations to occur that spurs higher intelligence.

This means that you preferably need a region that can grow a large amount of food to sustain a big population during spring/summer, but that has harsh months during winter that forces populations to co-ordinate and plan ahead.

Modern Caucasians and Mongoloids evolved at the same time, around 30,000-40,000 years ago, from a previous Negroid group that left Africa 100,000 years ago and then diverged into two about 70,000 years ago. At this time, the world was much cooler, in the throes of an ice age. Three main regions of the world allowed for such high-IQ environments - Europe, the Middle East (was more temperate at the time than today) and East Asia. Hence, the first major civilizations of the world developed in these areas. Migrations from these people brought civilization to other areas, for example migrants first from the Middle East and later from Europe pushed into South Asia around 4000BCE-1000BCE (becoming the Aryans) and ended up creating the caste system in a failed attempt at racial preservation.

Significant racial differences developed in this time also between Europeans and Mongoloids. Europeans appear to have a higher range of IQ, with 60 IQ idiots sharing the same society as 140 IQ geniuses. Mongoloids, on the other hand, have a lower range of IQ, around 105-120 IQ area. When was the last time you saw a dumb East Asian? At the same time, how many East Asian geniuses are known by history? Hardly any. This may have contributed to Europe's higher technological pace as a single genius innovator is more useful than a whole team of less intelligent people.

East Asian societies on the other hand, remain more stagnant and critical of change.

Of course this has positives and negatives. Europeans as a result are more likely to adopt new ways of thinking and new philosophies, even if it harms them. Whereas East Asians remain more traditionalist, and cling onto old customs more fervently.

Another thing that benefited Europeans is that Europeans did not race-mix before the 20th century. Unfortunately for the Middle East, a slow period of race-mixing began starting several hundred years before the birth of Christ, all the way to the present day. Most Middle Eastern populations have some measure of Negroid, Egyptians for example are 20% Negroid, Palestinians are 11% Negroid, etc.

Even this small rate of admixture severely reduced the IQ of Middle Eastern populations, to what you see today. Hence most race-mixed third world populations like the Middle East, India, Latin America, etc, have intermediate IQs (in the 80s). Enough for societies to function, but not enough for them to progress well. The only thing the Middle East has going for it is Islam at this point, as IQ-wise it has been destroyed and will not recover.
