The reason Christ was sent through the Jews was because they were the most irredeemable. They were materialistic and legalist. So God chose to be incarnated in their midst.
They rejected him and sealed their fate.
Why would he have chose to be incarnated in Pagan Europe, while sinners though they were, the Pagans were not actively engaging in willful deception and inversion of good.

Out of context it might be confusing but the New Religion is Christianity and Judaism and Paganism are being referred to in their exoteric, impure forms. Meaning the Jews and pagans that had the true knowledge of God but lost it.
