Some sort of universal basic income solves this problem. People cause trouble when they are bored or lack a sense of meaning and purpose, and thus they will need goals suggested to them (based on personality and aspirations) by the AI managing their local confederations. As long as initial needs are met through the efficiency of automation and people are able to deal with their impulses appropriately through available resources and ritual, such an organic one-world system will emerge over hundreds of years and be harmonious enough to push us to the next level.
