Spears were used for melee fights as a last resort because superior melee weapons existed.

2. Lack of beasts of burden. Without domestication, you don't have animals to plow with. Without a way to plow the soil you don't have widespread agricultural societies due to poor soil. This means no need for inventions to transport these goods to market, so no hand cart, wheels or axels.
