Proposing a constitutional amendment is no small feat -- it requires a constitutional convention (which has never been done before) or a 2/3rds majority in both houses of Congress. Once passed, 3/4ths of the states must ratify it before it becomes law.

Only one amendment has ever been repealed: the 18th, prohibition. Prohibition was wildly unpopular by the time the 21st amendment rolled around and repealed it. Repealing the 19th is far, far outside the Overton window at this point.

However, if the nation splits as the result of a civil war or something like it, the writing of a new constitution is a damn near guarantee.

In America, to repeal constitutional amendment you have to first get 2/3 vote for repeal in house and senate. Then, it goes to the states for a popular vote. You have to have 3/4 states voting with 3/4 popular vote. That's how you repeal or add amendment. NEVER gunna happen in the US. Woman make up 55% of the electorate, and i seriously doubt they would vote for their own disenfanchisement.

You could just replace women with artificial wombs, and then only produce male children.
