Allow me to explain why MAD doesn't mean what you think it means. Mutually assured destruction doesn't mean the end of civilization or humanity, it means that most valuable assets (production centers, research and military facilities, weapon stockades, etc.) would be hit and thus rendering the country heavily crippled and powerless. Civilians are not a primary target in most wars, especially in the beginning when you're trying to disable your enemy's defenses. In an all out nuclear war scenario, each side would have their targets set on the aforementioned locations, not heavily populated civilian centers. On top of that, most people would start to evacuate cities shortly after the first bombs drop.

Now, compare that to a contagious virus that spreads to social animals.

Basically it was agreed we should stop working on these because a "good" as in effective bio weapon would look like for example, an airborne+completely incurable weaponized Black Death ...
