The Constitution does not require the other branches to obey the courts. The courts themselves assert that they have the power to rule on the constitutionality of the actions of the other branches, but that's a power they gave to themselves and is not included in any part of the Constitution.

Except they do play by the rules, but the thing is, they keep changing and reinterpreting them so only who they want are at an advantage.
