There is real research showing progress in that field.
Aging and most diseases are caused by degredation of the DNA after it has been torn apart and duplicated multiple times. There are part of the DNA that is supposed to take the brunt of this degeneration that are called Telomeres, if you can repair the damage to telomeres you would be able to prevent or at least slow down aging.
And as to the overpopulation part, I dont personally believe it should be a publically accesible product. I think it should be handed out to people who have done great things to further human progress within science.
