Is the cultural decline to blame for the dumbing down of dressing? The daily uniform of the western man being reduced to a t shirt and jeans? Is the acceptance of laziness and underperformance in sociey to blame for the way we present ourselves today?

I'm not saying another persons outfit doesn't make some signals go off in my head and give me an idea of them as a person. But the idea that some types of clothing are more or less respectable, or that everyone should dress accordingly to what is conventionally 'fancier' is silly and shallow to me. Youd have to be incredibly impressionable and childish to think that a suit and tie is inherently superior to or more respectable something more causal.
The examples of the police uniform and funeral attire are specific to their situation, the uniform signals their profession and funeral attire is a solemn sign of respect. I do think that dressing according to the conventional standards of 'respectability' has their place in specific cases like those, but serve no purpose apart from that of ego in everyday situations

Fashion is DEAD. I dress to impress every. single. day. That means wearing a suit and tie to class every time I go. I get a lot of looks from cute girls too so I know that it is working. For one you're comparing winter versus summer in your picture. For two, the bottom row likely don't have a professional type of job. Even do if it's an off day there's no reason to wear a full suit. People back in the early part of the last century didn't wear suits 24/7 either they were just only photographed in them because cameras were not a ubiquitous as they are now so it was a more special event. Black tie optional has stricter rules. Black or charcoal suit colors only. Black shoes, solid white shirt and a dark, simple neck tie are a must.
Formal/business could have almost any suit color. Black, navy, lighter blues, browns, tans, grays, etc. Shoes could be black still, but brown or oxblood or tan would be acceptable as well. Shirt wouldn't have to be white, but should probably still be solid or a simple pattern. The tie would be optional these days as well, or could be more creative patterns and color pallets.
