you can't just add random eyeballs to a blank face and then figure out who it is. the way that we recognize faces is by measuring the distance between the eyes, nose, and mouth. Pic related, this is from an eye-tracking machine showing what we unconsciously do whenever we look at a face. if you just insert some random person's eyeballs you're totally throwing off the result because you can't actually measure the features you can see against the real eyes.
I mean this is kinda like opening up a book to find that all of the pages are blank except the first and last chapters, so to figure out what the blank pages contained, you just drop a ton of random filler text in there and then try to make sense of it. it wouldn't work. same principle here.
