No. First of all, stop thinking about inter-Korean relations through a US-Soviet cold war prism, that was a vastly different civilizational conflict fought by a completely different racio-cultural civilizational group. These are first and foremost Koreans. The south Koreans are not "the West" nor part of it and the DPRK are not communists, this is a dialogue between extreme Korean ultra-nationalists and pragmatic economic nationalists.

Why? No it isn't. This is a goofy PR event, quite good for the DPRK's leader to bolster his credentials at home and abroad. This isn't the first inter-Korean summit between the leaders either, if you'll check your Korean history, this is the third summit. Kim Dae Jung and General Kim Jong Il met during the "Sunshine Policy" of the late 90s and early 2000s, well actually, Kim Dae Jung generously bribed the DPRK with millions of dollars to allow him to visit so that he could win the Nobel Peace Prize (which he did, a fact that Korean left-wing nationalists are still excessively proud of). The next southern President, Roo Moo Hyun, also met with the General Kim Jong Il, while later deciding to commit suicide because he realized he is a pro-US puppet traitor (cause of suicide inferred by me).

Propaganda, for both sides. The DPRK is absolutely not genuine in its desire to relinquish its nuclear weapons, with good reason, since they are a guarantee of preventing a foreign invasion.
