The Americans said the crowd had been infiltrated by instigators, who opened direct fire at US troops, and that the soldiers returned fire against those armed men. The Iraqis said the Americans started shooting first. The Tor is a replacment for the OSA. The Tunguska and subsequently Pantsir (which can also be mounted on a tunguska chassis since its modular) are a replacement for the Shilka, they are meant to be on the front line and keep up with tanks as point defense.

It's a whole layered defense an armoured batallion even has a BUK battery And APCs and IFVs all have Manpads in them.
The TOR is good for taking out missiles, and aircraft that are flying higher and or out of range of pantsirs, they also have a better radar. The russians have plans to equip Pantsirs with 25km range missiles called hercules or something, but this was years ago and idk how that's going.
