Exactly 15 years ago US occupation troops stationed in Fallujah opened fire on a crowd of protesters, arguably marking the start of the unending insurgency and ever-perpetrating violence in Iraq.
The name Fallujah is mostly associated with two bloody battles fought for it by the US-led coalition in 2004 for the US public. Some may recall how the first battle was in response to an ambush of a convoy, in which US contractors from the private military company Blackwater were killed, their bodies desecrated and hanged from a bridge over the river Euphrates.

The Americans said the crowd had been infiltrated by instigators, who opened direct fire at US troops, and that the soldiers returned fire against those armed men. The Iraqis said the Americans started shooting first. Human Rights Watch believes the US troops were not equipped or trained to handle the situation in the first place, being regular combat soldiers.

The Tor is a replacment for the OSA.
The Tunguska and subsequently Pantsir (which can also be mounted on a tunguska chassis since its modular) are a replacement for the Shilka, they are meant to be on the front line and keep up with tanks as point defense.

Don't have a picture, but this shows an example of the systems' deployment. The Pantsirs are located at and around high value targets, while the TORs are further out in the field.

Rather than reinforce, it's more about specifically protecting the assets around it, while the TOR would be more about controlling the air space in general. Take Syria for example. The Pantsirs are deployed on air fields specifically to protect that area from any enemy fires or bombings, while were this a more conventional war, the TOR and similiar systems would likely be deployed kilometres off, away from the airfield.
