Maximum achievable intelligence, of any type, is hard-limited by genetics. This is obvious and self-evident consequence of our material world. All other factors related to any individuals (of any race) actual demonstrated intelligence (of any type) is a mix of genetics and environment (which is not to imply any simplistic bullshit like a '50/50 split', even trying to go any deeper than just acknowledging the influence of both genetics and environment is a fools errand due to the complexity of the systems, ie. the whole world). Very few people attain even close to their maximum achievable intelligence, if it's even really been grasped by anyone.

any two people somehow raised perfectly identically, will have different demonstrable intellect. repeat this experiment with an enormous number of different people, of different races, and you will see race prove a reliable indicator of intelligence. The better the environment becomes for the worst off, regardless of the differences in relative environment between people, the less environment explains the differences between humans. Improvements in environment result in diminishing returns; there comes a point where improvements in emvironment won’t have a marked improvement on a person’s IQ.

The Flynn effect is a result of improvements in less g-loaded, more specialized sub tests. There is evidence to suggest that while overall nominal IQ has improved, the general intelligence factor has declined.

Not even true. This is for the youngest age group. When you compare full scale adult IQs (when IQ is most heritable), kids of different races raised in similar environments perform differently and mostly in line with other members of their respective race. The studies that purport to suggest otherwise often have a small, unrepresentative and non-random sample that were tested at young ages. Admixture studies, subtest heritability, other adoption studies, and preliminary genetic evaluations contravene your claims and suggest that the differences between races are attributable to at least 50% genetic variables (likely more).
