Yup. It's the so-called "gauche caviar". They're mostly driven by the hate for those richer than themselves than by any real will to make the poor truly better off. They would rather pay to keep the poor poor but pacified than to lose their privilege over them due to economic policies that could shift them out of poverty.
It's (a certain group of) bourgeois taking over the administrative state to lock their privileges into place on the pretense that they'll be the ones bringing social justice. But they carefully engineer it so that it'll never be accomplished. They make sure that the struggle always remain in-between ordinary people (who are actually the ones being exploited). Never against their actual oppressors. Or at least not in a way that could actually help. They'll blame "the rich", "the banks" and "companies" (or some subset of those when it is the most convenient), meanwhile they support anti-small business regulations, mass immigration and globalization (which is exactly what those entities want). They'll tell people not to worry about it and simply to "reject capitalism" so none of this will matter. But their masters are capitalists.
Right now it's mostly straight white males against everyone else. They have to make sure that there's a certain "balance" to it to keep the whole of society divided. No group must ever be allowed to "win" over another. Every group must believe that they are forever oppressed by the other, yet that they must keep on fighting against it because they are always slowly winning.
They're building a special kind of lumpenproletariat around themselves. They are supporting the bourgeois not because they are unaware of their own classes, but because they legitimately do not understand how society works. They may be very well versed in all of the marxist ideology, yet they are not able to apply this knowledge to current society and understand what is going on and how they are being fooled. They have been brainwashed.
