IQ is always standardised so that the average is 100. Happens every decade.
This map is either a comparison to one country ( probs uk) or is just bollocks.
For all intents and purpose a score of 98 has to be seen as being the same as 100. Iq tests are not that accurate.
Italy has an interesting skew, high mean but extremely low lower quartile. The true genius of Europe is the low land German though.
Also standard deviation of results should be 15 each direction. So the high/low resluts seem rubbish as well.

PISA isn't a good way of measuring IQ. Some countries score lower IQ from multiple IQ tests but higher PISA
Vietnam is a good example.
Multiplie IQ tests has been conducted there for many decades, and all of them sum up to no more than 91 IQ. (They do however have a very high AQ(achievement quotient))
Yet Vietnam scores quite high in these PISA tests mostly because of their "communist" nature, their government employs science based education system similar to that from USSR and a cultural tradition of being academic derived from China.
Compare this to other some other (post)communist countries and you can see a pattern

A big factor is emigration, I don't believe that Romanians, Lithuanians and Irish are that dumb, just that their top IQ people leave their countries in droves and drive the mean IQ down for the present, domestic generation.
