Everyone should pay however much they can spare. Poorer people, by definition, don't have a lot, so they need every spare dollar, so we shouldn't tax them hard or even not at all. Middle class people can spare some, so we tax them a little bit. Rich people can afford a lot, so we tax them hard. And the ultra-rich pretty much have no use for their obscene amounts of wealth, so we tax them the hardest - so hard that, in fact, they get demoted back to regular old plain "rich".
It's called marginal utility. A lower middle class guy could use those 4,000$ to fix his car, while a rich guy really doesn't NEED those 4,000$ to buy a fourth jetski because nobody needs four fucking jetskies.

But it worked in the past. That's exactly what progressive income was made to achieve - and for the first few years (ESPECIALLY during WW2) it worked exactly as planned.
The highest income bracket (which was a whopping 90%!!) included exactly one person: John D. Rockefeller, and his fortune (along with the fortunes of many other ultra-rich) was decimated by the system. Only in the 1970's and 1980's when these progressive tax schemes got castrated and riddled with loopholes that a new class of ultra-rich was allowed to form up again.
