A lot of these things are fake, it's both bizarre and disheartening. At my college we had several incidents like this which turned out to be made up. It's a sign of mental illness to me.
We had two people claim someone screamed "nigger" at them as he drove by them, which on its face is strange but somewhat believable. The school responded with a "black out" day where everyone was supposed to wear black in support. As the two people were questioned so the perp could be found they gave such divergent answers as to where it happened that it became clear it was fake. I guess they hadn't thought to plan beyond the initial statement. Naturally nothing of consequence happened to them and the leader of the two went on to become president of the biggest black org at the school.
There were two other incidents with similar storylines - something shocking and everyone is concerned but when well intentioned people wanted more facts so they could find the perps the stories fell apart completely with no remorse from the liars.
