Here's timeline. I think he escaped on foot the moment he realized the van is stuck, before all the cops arrived to surround him.
Right after he took off the highway, the cops kinda stopped following him, only few of them did, the rest was blocking roads.
So there wasn't even anybody around to spot him. However there was some crowd of people, and I don't know where they came from? Were they working in the farms around? This happened later on, when the van was surrounded by SWAT.

do you have cable? one of the offices said to a few news sources that they lost view of really anything in the dust. Didn't give a time weather it was a few seconds or a few minutes. Police fucked up on this this one.
