But the reason it is being tied to his campaign is because Stormy and Trump had dealings 10 years before she was paid off and she was paid off less than a month before the election

Any money that is used in relation to the campaign needs to be reported. The only way Trump could get around it would be if he could convince people that the settlement was to keep his wife from finding out and not to protect his campaign run. Note it can be both but both is a campaign violation
