If they put out when he demanded it, they got rewarded. if they didn't, they continued to get pressured, they might get raped, and eventually he would punish them.

He was trying to avoid being sued for sexual harassment and making a hostile workpace. That was something that was hot in the law courts at the time Clinton was president. if he had admitted that he had sex with Monica, that would have lent credence to the claims of Linda Tripp and all the other women that came out and said Clinton had pressured them for sex, had sexually assaulted them, and/or raped them.
Clinton was trying to avoid being sent to the poor house for the rest of his life. He didn't care about lieing under oath, and wasn't worried about public opinion.
The GOP wanted to nail him for his serial sexual predation as well as to get a war trophy of a Dem President being impeached. They just miscalculated about the Dems and their level of morality. Dems knew if Clinton was impeached, they'd lose all their political power for at least 1 if not 2 generations, so they didn't go along with the impeachment.
