Do they charge for services? It seems unlikely that they operate at a net loss for very long, and the pope still lives in a golden palace. Catholic parishioners and customers pay the "charity" and you don't need a greedy emperor to do that.

Because of the ordo caritatis, the order of charity : be charitable with yourself and then to others. Art, crafts have always been about God's glory and not for profit.
Also on a more pragmatic way, these treasures bring more income on the long term with tourism and all.
And for your interest, the catholic church is the first charity organization in the world regarding money spent toward charity and such causes.
