Actually, a judge can "dismiss with prejudice," which prevents the case from being reopened at all without filing a motion to explain why circumstances have changed significantly enough to appeal the order of dismissal. The appellate process on that is much shorter and has a much higher bar than, say, appealing a guilty verdict. Realistically, an entirely new investigation of Manafort would have to be started, which itself is difficult because the FBI previously conducted an investigation and decided to not make a criminal referral to DoJ over the matter.
