I know what this is:
during the 20s, the Rhineland was basically occupied by the french. Since the french needed all their own men, they stationed french-africans in the Rhineland. This was viewed as a disgrace. Furthermore, there were some instances of rapes, murders and looting-sprees by those soldiers. All of this was basically used against the french in attempts to regain the Rhineland.
