Maybe read his fucking books? Thomas Sowell was extremely critical of Democrat welfare spending on blacks, this isn't shocking or news to anyone but you apparently. He believed that the welfare state did more to harm blacks than it did to help them because it made them dependent on the government.
Yes, Sowell is a very wise man and provides a lot of great insight.
