Not really. They frequently reverse- engineer or the government flagrantly monitors communications to staff in China and provides the data flow to Chinese competitors. This is to say nothing of compulsory joint ventures which end up terminated, the "joint venture" tech contributed by the US firm stolen and illegally used by the Chinese "partner" going forward.
That is not a sale of IP. If you are my employee and I show you how to build my invention so you can manufacture my invention as my employee, I have not just freely given away my invention. Contracts mean something. Under your logic, no invention can be protected unless you are building it yourself, alone, and even then only until someone buys it, dismantles it, and copies it.
