Many states only ban purchase, consumption on private property is 18. Some states allow parents to buy for their adult children even in bars.
The law was done to do something about youth drunk driving deaths. Before the late 1980's drunk driving wasnt seen as a big deal. Cops would stop you, dump your beer and tell you to go home or get out of town.
The law still exist to: keep youth drunk driving down, reduce youth ability to get alcohol, prevent high schoolers from going to a bar and getting plowed by old men.
Whether the restriction of freedom and fines/probation that a young adult must endure for having a cold beer is worth it is another issue.

I'm not that guy, but I personally think that it should be handled on a case by case basis within reason. No, fucking a 12 year old should never be okay, ever. But I remember during my teen years when I was often considered very mature for my age seeing and knowing plenty of girls that were 16-17 that acted more mature and adult than the majority of women my age that I know today. If maturity is the standard for which sex should be legally okay, then half of the planet would end up in prison since so many women think like and behave like children. So either handle it on a case by case basis, or we should just leave the current law as is for the sake of simplicity.

The thing about the law is that lawmakers and courts want it to be as consistent as possible, that's why precedent is so important. It's unfair to punish someone for something they couldn't have realized was wrong, so in this case it's reasonable to set a hard line and tell them it's wrong to step over it, rather than taking it case-by-case.

Note that I wouldn't charge either side if they are within a year or two in age, even if one is over 18 (assuming the conduct was nominally consensual).

Refer to my other post, it was literally women who made the law go from 18 to 21. Look up Mothers Against Drunk Driving. They got the National Minimum Drinking Age Act passed in 1984. Prior to that, if memory serves it was left up to the states but that act made 21 uniform.

I have a minimum age of 21 when it comes to dating and/or fuck buddies and even if there wasn't any sort of age of consent law I'd stick with that just due to my own age (32). For a brief time they lowered the drinking age to 18 and the amount of teen drunk car crashes went up like, thousands of percent, IIRC. The problem is that we have to drive pretty much everywhere. When I lived in the UK, it was a short walk to the local pub. That kinda shit is pretty rare here.

That still just imposes a financial penalty on states that don't comply, they can still choose to have their drinking age lower if they are willing to give up 8% of their highway funding for it. It just turns out none of them are willing to give up the funding.
