alright I think I figured it out: It is not in any way wrong to kill in the name of a state, because it is what humans do. Doesn't matter who you kill, how many, or even really why. For this reason it is unnecessary to have anything against killing being done in the name of a state.
this is the only way I can reconcile what I've learned with a personal need for some kind of sense. I guess separatists are a special case where they're not wrong if they win, but they are wrong while they haven't won, or something. Generally it's possible that the qualifiers for when killing is a ok need to be further explored. But killing human beings, in itself, is not automatically wrong.
