Because the brains of 14 year olds are not developed enough for longterm thinking and planning. Most 14-18 year olds are still trapped in the personal fable, meaning they don't see potential consequences and thus can easily be taken advantage of by those who have mentally matured more.
I see no reason why we shouldn't allow kids to have sex with one another though, in a similar way to mutual inebriation being acceptable

I can think of several. A big one being accidental pregnancy. The boy will be in no position to provide for it, nor want to once he's old enough to work.
The west had a system in place that worked just fine: father selecting/approving of a husband for his daughter when she's old enough, with sex outside marriage discouraged. Why not go back to that?
