In other words, you have an obligation to conform your view on eugenics to what is permitted by the Church.
You are forgetting about the third way eugenics can be carried out. The thinning down of a target population via taxes, incentives and urban planning.
I'm not sure that's properly eugenics. It seems to me what you're referring to is social engineering, and that is out of the average person's hands. Deciding which mate you will take, however, is entirely in your hands.
