You have always been able to go your whole life being unemployed and you still can, but if you don't have the required activity in trying to get a job or you don't participate in any programs arranged by authorities they will cut your benefits like 15-30%. If it becomes literally impossible for you to live you can get that missing money as benefit with a different name. But you can still survive just fine if you don't have children or any expensive sickness.

They spend a hell of a lot less as a proportion of their income, hence the sales tax applies to much less of it than it does to a poor man who must spend all his income just to survive. A flat income tax is better than a sales tax, and even that is pretty regressive since the rich make money via capital gains ect. rather than salaries already.

Wealth, land value and inheritance taxes would be considerably better implements for evening out opportunity a bit.
