Well it's almost always on the verge of being a de facto failed state with an inability to actually project central power and/or authority universally throughout the land which is supposedly its jurisdiction so the country itself can't entirely be blamed for the crazy shit that happens in it like terrorists being harbored/funded by outsiders, etc. because the central government itself probably isn't even capable of knowing everything that's going on.
