Majority of cops are control freak goons and do not care about protecting the public they only want power over others. I think the problem isn't control but ethics. I'd argue the requirements for police need to be stricter. I'm pretty ignorant on the requirements, but I'd suspect at least some army training would be great for them. That and a means of keeping themselves in shape. Also stricter punishment for cops just like how offenses against officers are also more strictly treated.
