It works, if the person is also responsible for accounting or has another position in the firm, otherwise as others stated, mostly worthless. Unless the firm has a high turnover rate for employees where the boss has no time to sort through dozens of applications. Even then you can just hire a leasing firm and they will send you workers within a few day(s). If there is more than one person in that particular dept. you can be sure it is just made up positions for some politicians friends/family members.

I am a regional market manager of a major international office electronics company that's been around the 60's. We have an HR department, of course. I do all the hiring and firing for my region. All HR does is make it harder to fire people by needing everything anally documented and some 3-strikes shit that has to have a minimum amount of time between them. Absolutely fucking useless and irritating as hell when I NEED to get someone the fuck out of one of my officers because they're dragging it down.
The only time HR has ever been useful is when some crazy nigger sheboon that spent all day on her phone tried to go after the company because she was past over for a promotion by someone that actually worked. HR stepped in and curbstomped her.

HR still allows me to fire with a legal basis of covering my own ass. Good HR and good Attorneys keep my business legally safe. Guess what, I hired all of my HR as well, and I hired ones that I knew would get the job done that I required of them.

I still haven’t heard back from the external recruitment firm in relation to having an interview, but I will resign from the organisation I work for if I’m not successful for the role, HR are simply there to weed out ambitious young men from an organisation who happen to think for themselves.

Jesus Christ I wish they didn't. I was treated like shit by them and my managers until a bunch of my fellow tech support jockies jumped ship. Now since suddenly I'm one of the few competent ones left being 3 minutes late a couple times a month, taking sick days without an interrogation, and dipping on the job don't seem to be a big deal to them anymore. I need to grow some balls and ask for a raise before the new hires get up to speed though...
