The reason why (some) black people in the US like to make these sorts of claims is that they feel like in a white majority country to which their ancestors were bought and traded into as slaves, their cultural heritage has largely been marginalized and generalized as one of savagery in contrast with the glories of Eurasian civilization.
However, these same black people in response to this systematic denigration of their heritage and ancestry, having been uprooted from their African origins, will mistakenly, out of a mix of ignorance and suspension of disbelief, identify themselves with anything “good” or “powerful” coming out of the continent of Africa including Egyptian civilization, Carthaginian civilization, Moors, etc, despite the fact that most of their ancestors originate from West Africa, which did indeed have sparse links with North Africa. Ever since Europeans started classifying “race”, North Africans have been considered “white” rather than black, not that that's much of a big deal, as white and black are social constructs with no grounding in biology whatsoever. The human genome ranges across a spectrum that has no boundaries and all of Africa is connected to Eurasia anyway…..Americans.

North Africans were 'White' until the Arab/Muslim conquests. The Sahara is more of a geographical boundary than the Mediterranean to a sea-faring people, by 0 AD it was not a particularly hazardous journey to go from Italy to Egypt or Libya while crossing the Sahara was still basically impossible.
