If true, it's probably hella illegal. sometime in the 90s when the Chinese were still importing shit they imported a whole lot of API ammo "on accident" which was supposed to be just mild steel core. I read a thread I think it was on the AK files about people saying the ATF was going to different gunshops and confiscating the stuff because it came in illegally.
Another thread I saw around 2005-06 a dude went into a gun shop to buy ammo and the shop still had crates of Chinese 7.62 from the 90s so he picked up a whole crate, got it home, opened it up and found out that it was all black/red tipped API instead of the mild steel core ammo the gun shop thought it was. So the dude calls the police who then call the ATF who tell him the ammo is illegal and must be surrendered.
There is a reason the Chinese are not allowed to import their guns/ammo to the US anymore. If you really do have the ammo you say you do then I would not go around posting about it on public forums. Unless you're behind at least 7 proxies, of course.
My original point is, that it would be extremely rare to come up against this ammo in the US. there may be a few individuals who still have stockpiles of it but for the most part it is unavailable.

OP maybe you live deep innacity where pistol caliber carbines make sense. But at some point in the future you should invest in a rifle caliber weapon.
