That would imply they would drop prices but they wont. Instead they could charge you not only by bandwidth but also by priority.
For example, if all rich kikes in your neighborhood had the premium package and they decided to fap while you had a less expensive package, your speed would be shit since their traffic would have priority over you. Said premium package most certainly would be expensive (this is on the individual consumer side).
On the content creators side given that they would pay more it would eventually cause a mass spam of ads and possible speed reductions. Also if said creators had a beef with the ISP's they would be fucked. It also opens way to literal extortion.
